try these setps...

1 ) import type lib.
Type Lib: C:\Program Files\Common Files\Microsoft Shared\Speech\sapi.dll

2 ) #include "resulting_TLB.h"

please do not cretique. it is sample code
3 )

    SpeechVoiceSpeakFlags eSpeechVoiceSpeakFlags = SVSFDefault;
};

4 ) Button1Click(TObject *Sender)
