Try using WS_DLGFRAME instead of WS_BORDER.  As per MSDN:

    WS_DLGFRAME
    Creates a window that has a border of a style typically used with dialog
boxes. A window with this style cannot have a title bar.

Alternatively, don't use a separate window for the cross in the first place.
Draw it directly onto the in-memory bitmap like I suggested earlier.
