I'll leave the exact usage that you want as an excercise
for you but this is how one gets the z-order for an
application:

    HWND hWnd = ::GetTopWindow( Application->MainForm->Handle );
    while( hWnd )
      {
          // vZOrder.push_back( hWnd );
          hWnd = ::GetNextWindow( hWnd, GW_HWNDNEXT );
      }
