for create ToolTip i use:

TToolTip::TToolTip(HWND Parent)
{
    .........
    FHParent  = Parent;
}

TForm1::TForm1(...)
{
    ToolTip = new TToolTip(this->WindowHandle);
}

void __fastcall TForm1::WndProc(Messages::TMessage &Message)
{
    if (Message.Msg == WM_NOTIFY)
    {
        LPNMHDR lp = (LPNMHDR) Message.LParam;
        if ( lp->code == TTN_LINKCLICK)
