In the Win32 world you use CreateFile(), OpenFile(), ReadFile(), 
WriteFile(), etc to communicate with many types of resources including 
parallel and serial ports.  Use Google Groups (http://groups.google.com) to 
search previous newsgroup postings on this topic as it has been answered 
many times before.
