You don't need DrawIconEx().  Simply assign to the returned HICON to TIcon's
Handle property instead.

    SHFILEINFO info;
    if( SHGetFileInfo(FileName.c_str(), 0, &info, sizeof(info), SHGFI_ICON |
SHGFI_LARGEICON) )
        ImageIco->Picture->Icon->Handle = info.hIcon;
