Either the string id's are unique, or each table is a different
language, and the OS will pick the best fitting table for the user's
machine.  ((Pretty sure, but never used them, so can't swear by it))

No, the RES file was linked into your application.
uID (as the help clearly says)
Specifies the integer identifier of the string to be loaded. 

That would be one of the "250 string id's"
