I want my second form to stay on top of all other applications.
If I set my main form's style to fsStayOnTop, it will let other apps over
both of my forms.
If I also set my second forms style to fsStayOnTop, it will keep the second
form on top of the first form but let other forms go over both forms.
If I only have the second form set to fsStayOnTop then it does the same
thing.

If I run a timer using:

if(!Form2->Active)
BringToFront();

It keeps it at the front, without having focus, but when I left click on the
tray icon, BringToFront() causes the popup menu to disappear and gives focus
to Form2 for some reason.
In OnPopUp I can disable the timer, however, there is no event telling me
when to enable the timer again, as the user doesn't necessarily click on any
popup menu item.




What I want it to do:
Keep the second form on top of all other applications
Not interfere with the tray icon popup.
