OutputDebugString() is just a Win32 API function like any other.  Just
because you need a debugger to view its output does not mean that the
function itself does not do anything when a debugger is not present.  It has
no way of knowing whether the calling application is compiled in debug mode
or not, particular since different vendors handle debug info differently.

It does something - you just cannot see it without a debugger.
