Remy,  that's what I thought (as an educated guess) but I haven't been able
to find any information on the 'system debugger' - information such as :

 * versions of OS the debugger exists (guessing 95 and above based on
debugging macros etc available)

 * whether it can be turned on/off (no idea why you'd want to)

This is only for self-education reasons so if you have better things to
do....thanks for the replies provided to-date.
