Here's an old reply by Yoto Yotov:
The simplest way is to use the ShellExecute API function with
"properties" as lpVerb parameter.  For example:

#include <shellapi.h>
void __fastcall TForm1::Button1Click(TObject *Sender)
{
    ShellExecute(Handle, "properties", "c:\\windows\\"
        "desktop\\netsca~1.lnk", NULL, NULL, SW_SHOW);
}

Another method is to use the SHObjectProperties undocumented function.
