2003 server is XP acting as a server (for all intents and purposes). My advice is to try something simple. Try
to open the registry file, and if that succeeds, go for it. If it fails, wait 5 seconds, and then try again.
Here is the command you should use (assuming TRegistry object Registry1 exists):-

if (Registry1->RegistryConnect(NULL)) then bingo!!!
else it couldn't open the local registry.
