If I know the login name and passward of a PC, how can I remote execute a program from the PC? I mean that I want to write a program in PC A to startup a other program in PC B is it possible?

Not directly, no. You need to have a program already running on PC B that PC A can send commands to, and then that program can run the desired app locally on PC A's behalf. Gambit
