Who message system send when autorun disabled?

WM_DEVICECHANGE should be sent regardless, as it is not related to auto-run
at all.  Auto-run is simply a way for the OS to auto-execute a particular
file on the CD when it is inserted, nothing more.  The insertion of the CD
itself it still recognized by the OS whether auto-run is enabled or
disabled.
