hallo and thanks in advance,
It's possible to specify the path of the dll in a builder application to
avoid the registration of the needed dll with "REGSVR32.EXE
C:\MY\MYCOMPONENT.DLL"
When the application start, give an exception that tell that the component
"MYCOMPONENT.DLL" was not found and require a new installation.

Not if the DLL is an ActiveX DLL, no. The REGSVR32 is required. It has
nothing to do with just the path of the DLL. The use of REGSVR32 also
allows the DLL to register with the OS whatever interfaces and such it
exposes for public use. Just loading the DLL it not enough, the OS needs
those registrations as well.

Because your DLL is not registered properly, thus the system doesn't know
about the things it exposes, so when your application tries to use them, the
OS doesn't know what they are or how to create them, and thus fails.
