Is there any way to customize the drawing of a drop down list in a
TValueListEditor component?

TValueListEditor itself is not set up for owner-drawing.  To do what you
ask, you would have to derive your own component from TValueListEditor,
override the inherited CreateEditor() method, and have it return an instance
of your own custom TInplaceEdit descendant that does what you want.
