Hello, I'm wondering if somebody knows how I can ask the system which
programs are installed or how I can know if an specific program is already
installed. Thanks for your help.

Unfortunately there is not a single "installed program database," per se.
There are certain registry keys you might be able to examine depending on
the program, like

HKEY_LOCAL_MACHINE
    \SOFTWARE
        \Microsoft
            \Windows
                \CurrentVersion
                    \Uninstall

But not every program registers to show up in the add/remove programs
control panel applet, so this may or may not work for the specific
application you're looking for.
