Greetings - I was wondering how to find the Temporary folder location? I
thought the SHGetSPecialFolderLocation() api would do the trick, but I don't
seen any values to specify a temp folder location?

After SHGetSPecialFolderLocation(), you should call
SHGetPathFromIDList() with the pidl returned. Remember to free the
pointer to pidl at the end.

In order to use SHGetPathFromIDList(), you need a ITEMIDLIST from which to
convert. Without having any CSIDL available for retreiving the %TEMP% folder
itself in the first place, SHGetSpecialFolderLocation() can't be used, thus
no ITEMIDLIST available to convert.
