error when using lsa api's

Hi:
When using the lsa api's with runtime packages turned off and static rtl, I 
get an error report dialog with an EAccess vialation. How can I determine 
where the violation is? is there any specific packages/libs i nheed to 
include when using the lsa apis?
running the debugger doesn't tell me wich function the violation is in?
this does not occur when using packages.

How are you using lsa api's? Can we see some code?
