That's actually a BIOS function/question,

A) Find and read the technical documentation for your BIOS to find out
if it supports formatting large drives.

B) Use SHFormatDrive()

C) Use the Win32 function DeviceIoControl()

That *is* the full path:

-----------------------------------------------------------------------
comp.lang.asm.x86 - Show matching messages from this group
Group description: Bulletin Board and Q&A for x86 assembly language
topics. (Moderated)
Category: Computers > Programming, Language: English
Low activity, 1012 subscribers, Usenet
-----------------------------------------------------------------------

(that's the Google Groups description. It is, of course, not a Borland
group.)

ISPs (internet service provider) don't all host the same news groups.
Its possible that your provider is hosting this group but not his.

OE express works fine.
Right now try to access it through google groups and if you like it ask to
your provider to add the group inside their list, they should do it.
