As far as I know, you don't use the type in the method/constructor
call. Try changing that code to

My_Project.frmServiceDate my_frmServiceDate =
    new My_Project.frmServiceDate( ref str_array);

If my suggestion does not fix the problem, keep in mind that compilers
are strange beasts; the real error can be somewhere else entirely. Try
making as minimal a method as possible, and see if that compiles; keep
adding statements until you have the whole method.
