The module not compiled from a command line when IDE is running.

Example:

file: "a.pas"
--------------------
unit a;
interface
uses
  Classes, DesignIntf, DesignEditors;
implementation
end.
--------------------

file: "make_a.bat"
--------------------
@set D=c:\program files\borland\bds\4.0
@set path=%D%\bin;%path%
dcc32.exe a.pas -U"%D%\Lib;%D%\Source\ToolsAPI" -I"%D%\Lib" -R"%D%\Lib" -LU"vcl;rtl;designide"
--------------------

steps:

1)run IDE
2)run make_a.bat

  Fatal: E2202 Required package 'vcl' not found

3)close IDE
4)run make_a.bat

  all works fine

PS: IDE: Version 10.0.2288.42451 Update 2 + 1...6 hotfixes and not any 3rd party components
