I have to re-install BDS 2 times trying to repair this problem.

Data Explore does not work at all no connection to any database.
Using file monitor it shows that DataExplore needs the following files:

DataExplore.exe.Manifest
wshENU.dll
ASSEMBLY\TEMP\JEQAV09E\BORLAND.DATA.PROVIDER.DLL
BORLAND.DATA.COMMON.DLL
BORLAND.DATA.MYSQL.DLL
DataExplore.exe.Local
LPK.dll
USP10.dll
DataExplore.exe.config

I found a work around for this, my problem looks like it was related to the 
VS Express products installed in the same computer.
I did create 2 new users in WinXP Pro install Delphi in one user and VS and 
SQL Express in the other user.
Everything works prefect now just the inconvenience of switching users.
