Hi Alex.

It is important that the included IDAPI.CNF file resides in the \redist
subfolder of InstallShield. If this is not the case, InstallShield will not
merge any .cnf files into the BDE configuration during installation.

If you use the BDE option of InstallShield express, the necessary files are
automatically added to your install project from the currently active BDE.
If these are not the files you want to include, just replace all except
<InstallShield>\redist\idapi.cnf
