Importing WinForm control for use in Delphi 2006 VCL.NET

I am trying to import a WinForm control for use in Delphi 2006 in a VCL.NET
application. I have followed the D2006 "Importing .NET Controls to VCL.NET"
to the letter, but I cannot get past one of two possible error messages:

(1) "File or assembly name XXX, or one of its dependencies not found" - When
I select only my generated package's DLL file, or
(2) "Could not load the assembly" - When I select my generated package's DLL
file and the 'other' dll file in the same directory (or if I select only the
'other' dll file).

Does this D2006 (documented) functionality actually work?

The control I'm trying to import works perfectly fine in a MS Dev Studio
2003 "solution", but my attempts at import have failed.
