What doesn't seem to work ?

TopicsCompleted and TopicCount are integers. This means the result of (:TopicsCompleted /
:TopicCount) is also an integer. Give this  example a try :

UserSyllabusProgress = (CAST(:TopicsCompleted AS NUMERIC(10,2)) / :TopicCount) * 100;
