There isn't a equivalent in Interbase.
But there are workarounds with UNIONS or UDFs.

SELECT
  <select_list>
FROM
  ATable
WHERE
  AField IS NULL
UNION
SELECT
  <select_list>
FROM
  ATable
WHERE
  AField IS NOT NULL
