Your query will return all of the records that exist in both tables. To
get the records that are present in emp1 but not in emp2 use:

SELECT EMP1.EMPID FROM EMP1 LEFT OUTER JOIN EMP2
ON EMP1.EMP_ID = EMP2.EMP_ID
WHERE EMP2.EMP_ID IS NULL
