setting security level problem

I have the following problem: after creating a dbf table, and a
form to
go with the table, when I try to set the security access using the
database administrator, everything seems to work fine making all
of the settings as described in the manual. However, upon saving
the
changes and exiting the administrator, the table always
disappears!!
What am I doing wrong???
