There is no main() method in any of this so I cannot run it to see what 
it is doing.  However, there are two things that I noticed:

1) You have a paint() method and a paintComponent() method and they 
both seem to do more or less the same thing.  Under most circumstances 
with a Swing component, you should override paintComponent() and leave 
the paint() method alone.  

Since your paint() method does not always paint the entire area of the 
Photo component, this is likely the cause of the double image you are 
seeing.

Get rid of the paint() method, and call super.paintComponent() at the 
top of your paintComponent() method, and that should go away.

2) I see you have imported MediaTracker, but you do not use it.  And in 
several of the methods, you try to scale the image using the width and 
height obtained from the image.  Since the image might not be loaded, 
the width and height returned might be negative, which will probably 
cause image.getScaledInstance() to choke.

You can either use a MediaTracker to ensure that the image has been 
entirely loaded or return an empty image when the underlying image has 
not been loaded.

If that does not solve your problem, I will try running it if you can 
provide a main() program with which to to run it.
