error in JNI functions

Hi,

   i created a JNI class in JBuilder, I placed the dll file in the
\WEB-INF\classes\<package name>

... Is this correct? ,  because am getting an error :

Exception occurred during event dispatching:
java.lang.UnsatisfiedLinkError: no HOrly in java.library.path
 at java.lang.ClassLoader.loadLibrary(ClassLoader.java:1312)
 at java.lang.Runtime.loadLibrary0(Runtime.java:749)

 at sis98gdblo.DispHello.<clinit>(DispHello.java:8)

... what is the correct location of the Dll file ?
