A wrong with java.awt.* and AWTInteractionBehavior

I compile this code in JDK1.3.1, no error, but error in  JBuilder6,
// create the AWTInteractionBehavior
  AWTInteractionBehavior awtBehavior =
      new AWTInteractionBehavior(objTrans);
  rotateB.addActionListener(awtBehavior);

Error message :
"Applet1.java": Error #: 300 : class AWTInteractionBehavior not found in
class applet1.Applet1 at line 49, column 3

Why?
