Look at Tools | Configure JDKs and decide which JDK(s) you will want to
use the Comm Api with.

For each of those JDKs, do the following:

  Follow the Comm API installation instructions found in
    commapi/PlatformSpecific.html
    IE, copy comm.jar and javax.comm.properties to that jdk's lib folder
        copy win32com.dll  to the jdk's bin directory


  Edit the JDK Definition so that JBuilder adds comm.jar to your project 
classpath.
    Under the JDK's classes list, add 'comm.jar' to the end.  

    If stuff complains about not finding javax.comm.properties, also add
    javax.comm.properties if it will let you, otherwise add
    the lib folder itself to the path.  (We need that properties file
    on the runtime classpath, I think.  I think the app knows to look in
    the same place as the jar file, but I don't use the Comm API so I don't
    know for sure.)
