If they will support WAP, would be easier.

Doing what? Writing Cell Phone apps? Yes.
Which J2ME features do the cell phones you are targeting support, if at all?
Most modern cell phones support Java. But you will need to see which you are
targeting (aka Nokia, Motorolla, Sony, etc).

Look on the manufacturers site. For instance, here is a Nokia Development
