With Java you can do this.
Checkout the java.io.File.list() method
This works only for local directories (file protocol)
For a web directory You can access the listing only if the web server
supports it by giving the listing of directory when you specifiy a
directory. However web servers usually returns a file with named
index.htm from that directory usually.
