socket failure - please help

Can someone please tell me why this is failing the a ConnetException:
Connection refused. ?
It happens on Windows 2000 and Windows NT 4.0 machines on my home intranet.

            InetAddress localHostAddr = InetAddress.getLocalHost();
            Socket aSocket = new Socket( localHostAddr, 1001);
