I found it on the Bug Parade.  Yeah, I am weird -- I actually read the 
Bug Parade.  But there is lots of interesting information about what is 
coming to be gleaned from it.

If you search on "Toolkit.getScreenInsets" you will find 5 reports, 
from which you can tell:

1) The insets returned by the method takes into account the position of 
the task bar and "similar widgets".

2) There will be a default implementation of this method in the Toolkit 
abstract base class.  I presume that will return Insets(0,0,0,0).

3) At least one variant of the method will take a GraphicsConfiguration 
object as a parameter, allowing you to get the insets for different 
screens.
