It's dependant on lots of things 

- if you're going to be driving the machine as hard as possible then it
will depend on the speed and number of CPU's

- if you're going to use individual MX lookups to send the messages,
rather than funnel everything through a single SMTP transport then you
will need (probably) to use more than one thread to keep the throuhput
up, which then depends on how good the concurrency code you write is,
etc. etc.

- obviously network bandwidth will have a part to play

There will, providing the application is well written, be little or no
significant boost to be gained by writing in C.
