When attempting to compile a system that compiled under JBuilder 8, I
get an error message claiming that there is a cyclic inheritance in the
code. There isn't. Any similar experiences and solutions?

I'm having the same problem. Try rebuilding just the package that
contains the class the error message is referring to and then do a
Project Make as a workaround.
