I believe that JBuilder uses the ICE browser available at 
http://www.icesoft.com/ (the web site is down at the moment so I can't 
take a closer look at its features).

Alternately, if all your clients are Windows clients, you can embed 
Internet Explorer in the application.  A Google search yields a number of 
useful links:
