What I have found sofar is that for retrieving the current VM default 
charset in Java 5 there is a valid "(Charset) Charset.defaultCharset()" 
but this method does not exist in Java 1.4.2.

In 1.4.2 I only came across a dog's ear implementation like

(Charset) Charset.forName( new OutputStreamWriter(
           new ByteArrayOutputStream()).getEncoding() );

There is also a system property named "file.encoding" which renders an 
alias of the default charset. But this feature is not documented for 
1.4.2 and is not reliable, as alterations to the system property does 
not affect the default charset.

As for actually changing the default charset I am left deserted still.
