<sigh> This snippet worked as expected for me:

cTmp = getenv("TMP")+"\TMP.DBF"
create table "&cTmp." (F1 CHAR(10))

If for some reason it doesn't work for you, you might instead try:

cCurDir = set("directory")
cd (getenv("TMP"))
create table "TMP.DBF" .....
cd (cCurDir)
