AUTOINC Field Not being found in Search

Hope someone can help.  I am trying to do a query on a table that has an
autoincremental  field as the primary key in order to build a description
based on two of the queries fields concatenated together.

When I run the below function no records are found.  Do I have to change the
"type" of the field or what?
function PROGRAM_NO1_onChange
      local x, q, lfound,
      x = this.form.DATAMODREF1.ref.query1.rowset
      lv_program_no = x.fields["PROGRAM_NO"].value
      lv_planting_no = ""
      q = null
      q = new query()
      q.sql = [SELECT * FROM "C:\production\prodprog\crop_programs.dbf"
crop_programs where program_no = ]  + lv_program_no + ']'
      q.active = true
       /*do the rest */
