It's been solved. The part of a flourescent that buzzes
is the ballast (an inductor which limits the current running
through the lamp; if it has loose laminations, the magnetic
forces rattle them at 2*60 Hz and you get a buzz). There
are lamps with capacitive ballasts (no buzz) and fully
electronic starters and ballasts (no buzz and almost instant-on).
