      NRA-ILA FAX ALERT
      Vol. 8, No. 10 3/9/01=20
      POLITICAL OPPORTUNISTS
      TRY TO CAPITALIZE ON TRAGEDY
It never ceases to amaze mainstream Americans when gun-ban =
extremists attempt to use tragic events, especially those involving =
children, to advance their anti-gun agenda, and this week has seen =
plenty of this despicable tactic. In the aftermath of the horrific =
events at Santana High School in Santee, California, attacks on our =
Right to Keep and Bear Arms have been launched by the gun ban =
lobby-Handgun Control, Inc. (HCI)-its newest ally in the anti-gun =
movement, Americans for Gun Safety, and some of its oldest allies in =
Congress-U.S. Senators Dianne Feinstein (D-Calif.) and Chuck Schumer =
(D-N.Y.), and U.S. Representative Sheila Jackson Lee (D-Tex.), who have =
consistently supported efforts to destroy the Second Amendment. =
Fortunately, the gun-ban movement no longer has Bill Clinton using the =
White House as his bully-pulpit to attack gun owners and attempt to =
score political points. Unlike his predecessor, who continually used =
tragic events to promote his political agenda, President George W. Bush =
called on America to pray for the children, teachers, and parents =
affected by what he called a "disgraceful act of cowardice." He also =
called on adults to help teach children right from wrong.=20

HCI, on the other hand, seized the opportunity to capitalize on =
tragedy, as its media machine seemed to fire up its engines as soon as =
reports of the awful event began to circulate. Sarah Brady, HCI Chair, =
actually attacked President Bush in a press release, challenging him to =
support gun control. She called for the passage of a number of anti-gun =
measures, all of which are either already law in California, would have =
had no effect on the actions of the teenager responsible for the =
criminal act, or had absolutely no relation to the Santana shooting =
whatsoever.=20

The HCI press release called on Bush to support a federal law that =
would allow the prosecution of an adult if a child gains access to his =
"unsecured" gun. However, California already has such a law, and most =
states already provide penalties for reckless endangerment, under which =
an adult found grossly negligent in the storage of a firearm under =
certain circumstances can be prosecuted. Furthermore, preliminary =
reports indicate the firearm used at Santana High by the disturbed teen =
was secured in a locked cabinet. HCI also called for mandating the sale =
of locking devices for every gun, even though virtually every new =
handgun currently sold already comes with a locking device. HCI also =
renewed its attack on gun shows, even though there is absolutely no link =
between this tragedy and any gun show, and HCI also defended its support =
of reckless lawsuits aimed at bankrupting lawful gun makers. The gun-ban =
group even had the audacity to imply that California's gun laws are lax, =
even though the state received one of HCI's highest "grades" in a =
"report card" the gun ban lobby issues, which rates the states on their =
"laws protecting children from gun violence." But maybe most disturbing =
is the fact that HCI has turned the tragic event at Santana High into a =
fund-raising scheme. Since Monday, any visitor to HCI's website is =
immediately confronted not with HCI's press release, but with a pop-up =
ad that requests money.=20

But HCI is not alone in trying to politicize the Santana High =
tragedy. Always looking for media attention whenever the discussion =
turns to guns, Senator Chuck Schumer called a press conference on =
Tuesday, where he called for gun-ban organizations to work with the =
pro-gun community to establish what he called a "code of responsibility" =
for gun owners. In a coordinated response, the anti-gun organization =
Americans for Gun Safety praised Schumer's plan, as did HCI. Of course, =
this "code" already exists in the form of gun safety programs NRA has =
been teaching for nearly 130 years. Bill Powers, NRA's Director of =
Public Affairs, responded to Schumer's proposal by stating, "Welcome to =
the party. We've been [teaching responsibility] since 1871....What we =
ought to be doing is teaching and not holding news conferences." =
Considering NRA already has extremely effective safety and education =
programs in place (accidental firearm-related fatalities are currently =
at an all-time low, and have been steadily declining for years), perhaps =
Senator Schumer and his fellow gun-ban extremists should simply work to =
promote NRA and its safety programs. In addition, our support for the =
full enforcement of existing laws, through programs like "Project =
Exile," has dramatically reduced gun crime where these programs have =
been implemented.=20

Not to be outdone in clamoring for media attention, Senator Dianne =
Feinstein has also been using the Santee tragedy to promote her own =
anti-gun agenda. Feinstein went on CNN Tuesday night and ranted, "The =
gun didn't have a trigger lock. If that gun had an effective trigger =
lock, clearly the youngster couldn't have used it." Of course, the =
firearm was in a locked cabinet, but that fact was carefully ignored by =
the California Senator. We can anticipate that Feinstein, Schumer, and =
others will seek to promote their anti-gun agenda in the Senate through =
whatever means available, including using Senate procedural maneuvers to =
attach anti-gun amendments to legislation that has nothing to do with =
firearms. Expect the first attacks to start as soon as next Tuesday, =
when the Senate prepares to take up debate on bankruptcy reform =
legislation. Call your U.S. Senators and urge them to oppose any =
anti-gun amendments from being attached to bankruptcy reform legislation =
or the education bill that will also be on the Senate floor soon. You =
can call your Senators at (202) 224-3121. For those on the Internet, you =
can find contact information for your Senators by using the "Write Your =
Reps" tool at www.NRAILA.org.=20

      "PRIMETIME THURSDAY"
      RUNS ANTI-GUN PROGRAM
Last night's edition of ABC's "PrimeTime Thursday," devoted to the =
issue of adolescents and firearms, was yet another example of the =
"mainstream" media's anti-gun bias. It started with anchor Diane Sawyer =
parroting the gun-ban lobby's line that there are approximately 10 =
firearm-related deaths among our nation's children every day. Of course, =
the "10-kids-a-day" line is a gross exaggeration (which is sometimes =
increased to as many as "13-kids-a-day"), and would only be close to =
accurate if you included everyone under the age of 20, including violent =
criminals-e.g., gang-bangers, drug dealers, rapists, burglars, and =
robbers-who are shot by other criminals, by the police, or by =
law-abiding citizens who are defending themselves against the criminal's =
violent attack.=20

The program then focused on a "study" conducted by "PrimeTime =
Thursday" on how two small groups of teenagers acted around firearms. =
One group was from Allentown, Penn., and the other was from Yonkers, =
N.Y. According to the program, some of the youngsters received what was =
dubbed "safety training." The "training," however, appeared to be little =
more than a brief session with a police officer who discussed firearms =
and the laws regulating them. Several weeks later, the teenagers were =
part of a hidden-camera experiment to see how they would react when they =
came across firearms (disabled) planted by "PrimeTime Thursday." While =
the majority of those involved did the right thing, and reported finding =
the gun to an adult, Sawyer focused on the kids who did not. Several of =
those kids tried to take the firearms with them (i.e., steal them), or =
played with them irresponsibly, which Sawyer cited to imply that safety =
training was useless. Any incomplete safety course will not be very =
effective. Fortunately, NRA's courses are very effective, especially =
when coupled with parents who take an active role in teaching their =
children to be responsible and law-abiding.=20

Later that night, ABC's "Nightline" recapped the "PrimeTime =
Thursday" program, and featured a panel to discuss the show. Included on =
the panel was NRA's Bill Powers, who emphasized the fact that even the =
best training programs need to be supplemented with good upbringing. All =
of the panelists agreed that in order to avoid future tragedies like the =
one at Santana High, adults need to pay far more attention to our =
children, and they need to carefully watch for warning signs that they =
are troubled. If you would like to contact "PrimeTime Thursday" to =
object to its anti-gun bias, you can do so on the Internet by using its =
on-line form.=20

      A LOOK AT THE STATES
      ARIZONA=20

The Senate Judiciary Committee defeated SB 1566, a bill that =
sought to require background checks on private firearm transfers at gun =
shows-even transfers between relatives, neighbors, and close friends.=20

      ARKANSAS=20

SB 190, a bill that seeks to repeal the minimum 10-year sentence =
for brandishing a firearm while committing a felony, will be heard by =
the full House as early as Monday, March 12. SB 190 would be a major =
step backwards in the battle to ensure that individuals who commit =
violent crimes are severely punished. Contact your State Representative =
at (501) 682-7771 and urge him to oppose SB 190.=20

      CALIFORNIA=20

AB 22, a bill that seeks to restrict local licensing authorities =
from issuing a license to a residential firearms dealer unless the =
building designated in the license is located in a county with a =
population of less than 100,000, will be heard on the Assembly floor on =
Monday, March 12. Contact your Assemblyman at (916) 445-2323 and urge =
him to vote "NO" on AB 22.=20

      FLORIDA=20

SB 412, a bill that seeks to protect firearm manufacturers from =
reckless, politically-motivated lawsuits aimed at bankrupting them, =
passed the Senate Criminal Justice Committee by a vote of 4-1. SB 412 is =
now scheduled for consideration before the Senate Judiciary Committee on =
Tuesday, March 13. Contact committee members and urge them to support SB =
412. For a list of committee members, contact the NRA-ILA Grassroots =
Division. For those on the Internet, you can find e-mail contact =
information for these lawmakers under the "Florida Legislative Alert" =
section at www.NRAILA.org..=20

      INDIANA=20

The Indiana House defeated HB 1138, a bill that sought to hold =
adults criminally responsible when a minor gains access to a firearm and =
injures or kills another person.=20

      MARYLAND=20

Next week is "gun week" in the state legislature, and a total of =
22 bills will be heard in the Senate Judicial Proceedings Committee and =
the House Judiciary Committee on Tuesday and Wednesday, respectively. =
While most of the legislation is unlikely to go anywhere, there are =
three key bills we need you to call about. First, call the members of =
the Senate Judicial Proceedings Committee and urge them to support SB =
869, the NRA-supported range protection bill. Also, call the members of =
the House Judiciary Committee and urge them to oppose both HB 851 and HB =
1264, which are attacks on gun shows. For a list of committee members, =
call the Grassroots Division at (800) 392-8683, or you can use the =
"Write Your Reps" tool at www.NRAILA.org. . In addition, earlier this =
week, the House of Delegates Ways and Means Committee unanimously =
defeated HB 1125, a bill that sought to impose an unfair and excessive =
tax on the sale of ammunition throughout the State.=20

      NEW HAMPSHIRE=20

On Tuesday, March 20, the House Criminal Justice and Public Safety =
Committee will consider HB 736, a sweeping anti-gun bill that includes =
gun bans, outlaws the private transfer of personally-owned firearms, and =
seeks to repeal the current uniform Right to Carry process and replace =
it with an unfair, arbitrary process under which applicants can be =
denied a carry permit for any or no reason at all. Make plans to attend =
the hearing on March 20, at 10 a.m., in room 204 of the Legislative =
Office Building in Concord.=20

      NEW MEXICO=20

Next week, the full New Mexico House is expected to consider SB =
148, the NRA-backed Right to Carry bill that would allow trained, =
law-abiding citizens to obtain a permit to carry a handgun concealed for =
self-defense. Contact your State Representative at (505) 986-4751 and =
urge him to support SB 148.=20

      RHODE ISLAND=20

      Though H 5580, the omnibus, anti-gun bill introduced a few weeks =
ago by State Rep. David Cicilline (D-4) has not yet been scheduled for a =
hearing, it appears that anti-gun extremists are up to their usual =
tricks. H 5580 has been broken up into several pieces, and several =
provisions have been introduced as separate bills. These measures will =
be considered in the House Judiciary Committee on Wednesday, March 14. =
Among those to be considered are:=20

H 5250, which seeks to set up central registration for all =
firearms;
H 5251, which seeks to require trigger locks on all firearms at =
all times;
H 5595, which seeks to require ballistics testing on all =
handguns sold;
H 5632, which seeks to limit firearm purchases to one in 30 =
days; and
H 5609, which seeks to allow law enforcement and the courts, =
without even having to produce any evidence, to enter your home and =
confiscate any and all firearms if they deem you a "risk" or "danger" to =
the community.

We strongly encourage NRA members to attend the hearing on =
Wednesday, March 14, at 4 p.m., in room 313 at the State House in =
Providence. If you can't attend, be sure to contact your state =
representative TODAY and urge him or her to oppose these measures. Their =
names and phone numbers are listed on the legislative slate you recently =
received in the mail from NRA-ILA, but you can also call NRA Grassroots =
at (800) 392-8683 for this information.=20
