Ken,
Very good point.  I may have an answer for it.  I proposed this 10 years
ago to a local politician.  He didn't even try to pass it on.
To help ease the overcrowded conditions on the freeways in LA, my
proposal would be to BAN commercial truck (Anything larger than a
pick-up) during the 2 rush hour commutes.  Thus, no trucks ON THE
FREEWAY between the hours of 6:30am and 9am and again between 4pm and
6pm.  This serves two purposes.  It frees up a tremendous amount of
space, and gets the slowest moving vehicles off the road.  
Also, by rescheduling the heavy trucks to different times of use, the
support facilities would also be taking their drivers off the road
during rush hour.
Trucks would still be allowed to use surface streets, and the freeways
during non-rush hour times.
It's such a simple idea and very easy to try (requiring only some
signage and monitoring) but until a lawmaker with vision gets on the
wagon, we will still have 2 hour plus commutes.  Along with 3 and 4 hour
tie-ups each time an 18 wheeler tangles with a passenger car.
