As I understand it, where the sewage is dumped (2 miles out), the currents 
make it flow down to Mexico, but with these breaks, they are so close to 
shore that it is flowing towards our bays and beaches.  The fact that there 
are 19 breaks in the pipe, and they don't even have a clue of how to fix 
them is just an example of their poor planning.
