I disagree.  Top level name space is not infinite, there are already a number
collisions between "local" groups.

You have to remember that unless you are running a hierarchy in a campus
like setting, with a very few known Net attachments, and very good internal
control, and (impossible to achieve list ...), local groups end up being 
"broadcast" worldwide.

Just because we already have ba.*, la.* and scruz.* doesn't make it a good
idea.  I know the folks in Louisiana don't care for la.general.

Starting local hierarchies under regional hierarchies is "A Good Thing"TM.
Don't change your mind James.
