I, as a taxpayer, am getting tired of spending money of huge costly projects that are attempts to make up for errors in previous huge costly projects. There is another option, flood easements. In most areas it is cheaper to purchase property in the floodplain and retire it to open space use. Usually the economic analyses for structural flood control projects compare the cost of flooding homes to building a dam and not flooding homes. Buying some riverside property and turning the area into a park or a farm (with good alluvial soil) that suffers little economic damage in a flood turns out to be a bargain. The bonus to boaters is there are no new big ugly objects placed in our path. We will soon have an opportunity to avoid flood damage in California. Watch for and support upcoming bills in the legislature that offer funding for purchasing flood easements.
