What are needed are criteria. The engineers here seem to me to say that the proper criteria are that whatever the engineers believe (they being, after all, engineers) is therefore right. I'm sure the rash irrationality of many of your opponents is aggravating, but your own cold smugness has a similar effect on some of us who are trying to learn how to judge these matters. Flood control can also be managed by simply not getting in the way of the floods to any unreasonable degree. What is more benefical, to adapt to the hydration systems as they are, or consider them as mere nuisances to be "controlled" however we wish? Could it not be possible to maximize the widest possible range of values by means other than dams? KR
